27 March 2025, Kuala Lumpur – The Associated Chinese Chambers of Commerce and Industry of Malaysia (ACCCIM) has welcomed the recent passage of the Iltizam Bill 2025 in Dewan Negara, marking a significant step forward in improving public service efficiency, transparency, and accountability. This landmark legislation promises to foster a more business-friendly environment in Malaysia.
ACCCIM President Datuk Ng Yih Pyng highlighted key aspects of the Bill that will enhance Malaysia’s economic competitiveness and provide tangible benefits to the private sector:
- Improved Public Service Delivery & Reduced Bureaucracy: By streamlining administrative processes and eliminating outdated regulations, the Bill will reduce red tape, lower compliance costs, and accelerate business approvals, aligning with ACCCIM’s long-standing advocacy for a more efficient government-private sector partnership.
- Digitalisation & Automation for Efficiency: The Bill’s focus on digital transformation in government services—such as online licensing, permit renewals, and real-time tracking—will significantly enhance transparency, reduce delays, and improve Malaysia’s ease of doing business rankings.
- Regular Regulatory Review to Stay Competitive: The mandatory review of regulations every three years ensures that Malaysia’s policies remain agile and relevant, especially in emerging sectors such as the digital economy, e-commerce, and green initiatives.
- Transparent Performance Metrics & Accountability: The introduction of a performance rating system for government agencies will instill greater accountability. Publicly accessible performance reports will boost investor confidence and ensure government services meet clear service standards.
- Stronger Public-Private Collaboration: Provisions for ongoing consultations between government and industry stakeholders will ensure that policy implementation remains practical, responsive to business needs, and conducive to growth.
