KUALA LUMPUR, 17 FEBRUARY 2025 – The inaugural “Digital Leadership Excellence (DLE) Programme: Navigating the Tech Frontier”, a collaborative initiative by the Malaysian Communications and Multimedia Commission (MCMC) and Huawei Technologies (Malaysia) Sdn Bhd (Huawei Malaysia), has successfully concluded its first chapter. The milestone was celebrated with a graduation ceremony graced by the Minister of Communications, Fahmi Fadzil, honouring the programme’s first cohort of 50 distinguished leaders from Government, industry, and academia.
“Through initiatives like the DLE Programme, we strengthen our global competitiveness while advancing ASEAN’s inclusive and sustainable growth.” said Fahmi during his speech at the graduation ceremony, held recently at the Hilton Kuala Lumpur.
The Minister commended MCMC and Huawei Malaysia for their unwavering commitment towards this transformative programme, saying their efforts have been pivotal in empowering leaders from Government, private sector and academia with the essential skills and knowledge to redefine public service delivery and strengthen industries.
Launched in March 2024, the Digital Leadership Excellence (DLE) Programme was conceived as a direct response to Prime Minister Dato’ Seri Anwar Ibrahim’s call at the 2023 Malaysia ICT Summit hosted by Huawei Malaysia to bridge the gap between leadership and technology.
The programme is set to develop 300 Malaysian Digital Leaders by 2026. Its primary aim is to equip leaders with the knowledge and tools to spearhead digital transformation within their organisations and improve operational efficiencies. The second chapter of the DLE Programme aims to engage 100 participants, while the third and final chapter will target 150.

The graduation ceremony concluded with the presentation of the Capstone Report, encapsulating the graduates’ collective learning and innovative insights.
The DLE Programme is an intensive eight-month hybrid training initiative that covers key domains such as 5G, Artificial Intelligence (AI), the Internet of Things (IoT), Cloud Computing, Big Data, Green Technology, and Cybersecurity. It culminates in an industry visit to China, where participants will engage with global leading tech companies.
During the industry visit for the first DLE cohort, participants in the first chapter of the DLE Programme engaged with companies like Da-Jiang Innovations (DJI) and BYD Company Limited. They also visited Huawei’s sprawling 1.4 square-kilometre Research Campus in Dongguan, gaining insights into emerging technologies and participating in group projects to produce capstone projects that addressed Malaysian challenges, demonstrating the practical impact of their learning.
By emphasising continuous learning, leadership, and innovation, the DLE programme is shaping a more inclusive, sustainable, and technologically empowered future for Malaysia.
